Emerging topics

Working notes on questions the field is still arguing about.

Some questions are too alive for the paper and too big for a comment thread. They live here, and each one moves through the same stages: a seed (the observation that started it), a working note (the question worked through, open for argument), a proposal under the change process, and finally a place in the paper or guide, linking back to its history. Notes are written as thinking in progress, not conclusions.

Stage: working note. Read the note — The shell used to be fungible, and half the discipline quietly leaned on that. The first emerging-topics working note.

Three more topics are at the seed stage, growing out of the same review conversations. Each appears here when its note is ready to be argued with.

Every note ends with where we're unsure, and each open question links to its discussion thread. Disagreement is the point: a note only graduates when it has survived some.
