Terms used in this paper

Terms defined where they first appear are not repeated here.

  • Fulfillment: carrying approved demand through allocation, delivery and turn-up to use (Figure 15, steps 3–6).
  • Apportionment: spreading cost; where a cited source means this, it's written cost allocation.
  • Commit, commit point: a supply order or promise, and the last date it can be placed; not the capacity reservation, temporary or static, that the SRE chapter calls a commitment [7].
  • Unallocated line: unattributable cost, apportioned by declared policy (the cost-tool sense, not the physical one). Like the unused line, it is owned (mechanism 4).
  • Cut line: divides a ranked list of asks into funded and unfunded.
  • Forum: the standing executive body that owns the ranked list and the cut line (mechanism 10).

Every term from this list and the appendices' term lists, merged and in alphabetical order, is in the glossary.
